No idea why, and it went away of its own accord after a few days usually. AFAIK only the 2.2HDi's of that vintage had a DPF and Eolys tank.
If so then possibly the dpf needs cleaning or replacing. You could try running the engine at about 3000 rpm for a while to regenerate the dpf or remove it and try water jetting it to remove the ash. On here the fault code definitions are: P1447 ELC System Closure Valve Flow Fault.

Nekad mi se jednostavno dogodi da se ugasi pri bilo kojoj brzini, i samo svjetli lampica od akumulatora. ive got a 2001/y 2.2 and it came up with the same fault, itookn it it a main dealer not frachise. the told me i needed new fuel pump, regulator and particle filter in the exhaust a total of £1500. itook it to a local garage of citroen trained mechanics he change the electric fuel pump in the tank and topped up the diesel additive (elios) i think thats the write name for it and the fault has I have been having anti-pollution fault warnings for a few months now, and eventually discovered a leaking exhaust manifold. Once repaired the fault was gone till the next morning when it reappeared. The agents told me it was the egr valve, but I am getting 5,9l per 100km consumpton and bags of power.
